The Philippine Drug Enforcement Agency (PDEA) and Land Transportation Office (LTO) conducted another “Oplan Harabas” or random drug test to 368 PUV drivers at the Parañaque Integrated Terminal Exchange (PITX). The results showed 359 negative and 9 positive PUV Drivers, giving terminal passengers comfort that their trips will be safer.

“Given that there were nine who tested positive in the drug test—we are still incredibly pleased with the results of this testing, since those who tested positive will be appropriately sanctioned. This initiative of PDEA and LTO ensures the safety of the parents, guardians, and students who are traveling to their location”, according to Mr. Jason Salvador, head of PITX’s Corporate Affairs and Government Relations.
“Oplan Harabas” is a simultaneous surprise mandatory drug testing to all drivers in public terminals aimed to ensure the safety of passengers from drugged drivers and at the same time promote a drug-free public transport system all over the country.
Drivers who tested positive for illegal drugs will not be allowed to travel, and their licenses will be confiscated by the LTO. These drivers will undergo the rehabilitation process before their licenses are returned.
“Our hope is that whether or not there are drug tests like these, our drivers and conductors are disciplined and committed enough to not put anyone’s life at risk with their misconduct. Then again, we appreciate that this particular testing showed discipline and commitment of our driver friends to their duty and also to the riding public,” said Mr. Salvador.
Random drug testing is done pursuant to Republic Act 10586, which penalizes persons driving under the influence of alcohol, dangerous drugs, and similar substances.
